What OGG is and where it comes from
OGG is a container, and the audio inside it is usually Vorbis: an open codec that sounds cleaner than MP3 at the same bitrate, especially at low values. Games ship audio in it, Wikipedia serves it, and so do podcasts and software that need a format free of licensing fees.
Compression re-encodes the bitrate: 192 kbps is about 1.4 MB per minute, 128 is 0.96 MB, 96 is 0.7 MB, 64 is 0.48 MB. Vorbis holds up better than MP3 down low, so 96 kbps here sounds roughly like 128 kbps of MP3.
Compress or convert
If the file stays with you, compress it: the format is good and there is no reason to spend quality on a conversion. If it has to be sent somewhere or played in a car, converting to MP3 is wiser — not every player and not every head unit reads OGG, and the recipient may simply fail to open the attachment.
A related case is OGA. It is the same container with an extension that says "audio only"; Telegram voice messages arrive in it. The compression logic is identical.
Common questions
How is OGG different from MP3?
The codec. Vorbis inside OGG is more efficient: at 96–128 kbps it sounds noticeably cleaner than MP3 at the same bitrate. The price is compatibility — MP3 plays everywhere, OGG does not.
Can I compress OGG without losing quality?
No: Vorbis is a lossy format. But re-encoding from a high bitrate down to 128–160 kbps is practically indistinguishable on ordinary headphones.
What opens an OGG file?
A browser, VLC, most desktop players. If you need the file for a car stereo or an older player, convert it to MP3.
